Two long letters (translated) written 15 years ago for the former Chinese leader Mr. Deng Xiao Ping (about developments in China, plus concerns for Halley Comet's arrival (1985) and the possible cosmic stimulation on human and animal brain, hence effects on Tien An Men incident, Gulf Wars and the suicide of whales, etc., etc., even including mutation of HIV/AIDS virus (about 1979-1985) as well as now the Bird Flu virus (H2N1). These letters were later sent to Dr. B. B. Ghali for UN's 50th Anniversary (see UN letter 1995.)... Now on the eve of UN's 60th birthday, here are some revisits, past predictions and reflections that are still relevant today, especially on the possible cause of virus mutation. The following letter was written and passed on by a friend to Mr. Deng with intent to urge China's new policy and direction at end of 1989 :-  (Note: I have also written a Summary and Conclusion for the discussions in both these letters, but it's too long to put in the same page. About the 1st letter

 

This title contains 2 letters designed to be delivered by hand to the former senior Chinese leader Mr. Deng Xiao Ping. Later, the same letters were translated and sent to General Secretary Dr. Butro Butros Ghali for UN's 50th anniversary in 1995. This first letter was dated 6th Dec1989. Reportedly it helped to dissolve a certain awkward diplomatic dilemma at the Beijing US embassy where a Chinese professor of cosmology sought asylum and was stuck in the compound for about 9 months. The 2nd letter dated 5th Dec 1990, right after Saddam Hussein invaded Kuwait. At the time 38 allied nations were gathering force ready to pounce on Iraq. The writer was recuperating at home from a major surgical operation and deep in the study of astrology and astronomy. It was not long after the intrusion of Halley comet into the solar system at the end of 1985. From the stand point of science, the writer believed at the time (and still do) that Halley comet's penetration into our solar environment could have caused disturbance or some kind of aggravation in the energy field of the system. Although the comet does not possess mass comparable to solar planets, it is heavy enough to qualify as a regular satellite member of the solar family. Upon its arrival its large volume, which takes up a lot of space, must have created some added effects or energy contribution to the solar radiation emission, and therefore, to some extent, affected the brain behavior or micro electromagnetic brain functions of humans and animals during the periods of Halley comet's visit. Also the microscopic lives, such as viruses, which are the smallest on earth, could have been affected to start mutation. I have prepared a large list of historical events and movements, which correlate with the arrival and apparent influences of Halley comet, during the past 2000 years  Please read "List of Halley comet visits and corresponding historic events".   . 

 

So, the writer checked recent historic records and decided that Halley Comet's periodic visits might have been the cause of political unrests, wars, famines, new virus pandemic and other strange phenomena, such as the suicides of Whales. There are also some very unusual phenomena in the wild in recent years when elephants attack and kill hundreds of human every year. An unprecedented phenomenon now called :Elephant Rage". As both elephants and whales are intelligent and large animals possessing large brain mass, the phenomena could also be linked Halley's visit and its disturbance to the cosmic radiation in the solar system. At the same time it could also stimulate new growth or new positive social developments, depending on the trend of things at the time of comet's arrival. Taking reference from those few past occurrences of Halley's visit, the writer worked out that the peak of Halley effect appeared to take shape roughly about 6 years before it arrival at the Sun and would manifest into events for a duration of about 9 years directly after its arrival (Halley Comet arrived at very end of 1985. 

 

Practically on the same day Reagen and Gorbachov embraced each other in Geneva and the world politics began to change. Presumably its influence would start already a few years before its closest approach to the Sun, say at a distance similar to that of Uranus, because the precursor of HIV/AIDS virus was discovered at end of the 1970s amongst the guy community, although its effect is not yet so much noticeable. The epidemic of HIV/AIDS exploded on and after 1985. A previous occurrence of Halley visit was about 1910 shortly before 1st World War, which ended about 1919. At its peak influence Spanish Flu occurred in 1018-1919 and killed at least 25 million people (some accounted to 50 millions dead). There appears to be a second wave of influence or impact as well, e.g. the 1st World War brought on the 2nd World War. Also the most recent natural disasters, e.g. Tsunami of Far East Asia, Floods in New Orleans, and now earthquakes in Pakistan and India, together with too many occurrences of human bombs are also events beyond the normal  Anyway there is no mathematical formula for this theory, but statistically there seems to be definitely a meaningful pattern. However, I shall come back to that in greater details later on...   

 

In order to emphasize that modern astrology is a science that studies the patterns and effects of solar system's changing energy on human life, human society and evolution, and that Halley Comet's departure could have created a drag that distorts the normalcy in the solar system, the writer illustrated with many astrological predictions in these letters, which readers may judge for themselves. Then by chance the letters were delivered by hand to the above mentioned Chinese leader.. Now, one and half decades have passed. On reflection, Saddam Hussein was probably hit by comet effect and lost his normal balance, and these letters probably did help in some ways to restrain escalation of 1st Gulf War, which could have otherwise caused longer and stickier consequences for much of the world. Because many things discussed in the letters are still relevant today, and bombs are still blasting away in Iraq and Saddam's own fate is still undecided, and now on the eve of Israel's decision to withdraw from Gaza (Autumn 2005), perhaps it would help to expose the contents of those letters with accompanying new notes and reflections. Our planet is becoming smaller everyday. 

 

Soon the day will come when man must decide either to let it explode by piling up more increasingly powerful guns and bombs and make wars all over the globe, or to prepare the heirs of this planet with wise and humane leadership, because the more we know about the universe and space technology, the more we realize that we are all stuck on earth for a long time to come. In the end, every one must come to agree that bullets and bombs cannot decide by themselves to make wars. It's the stuff in the human head and heart that will do it. In these coming centuries of nuclear technology, there cannot be dominating or dominated nations, just a shrinking and crowded spot called the earth. So, unlike the old colonial days when the continents were still partially explored and opened, and nations were still backward and unorganized, these days, even a limited warfare could bring about extended consequences at home and abroad. Besides, the next "World War" is quite likely to be a nuclear war!... Someday history will recall that China was the first nation to take the disheartening step to control her own population growth. Soon enough, other nations would equally come to know that self restrain will be a necessity in the centuries ahead...

Four years ago when I started creating this website, I declared to describe the universe with explanations based strictly on known natural phenomena and principles explicable in science. I was able to do so, because I had been pondering the fundamental motion and structure of the galaxy, the cause of expansion and regeneration of the universe during the whole decade of the 1980s. So I began by separating the web-space into two parts. One part containing the integrals of the Regenerating Universe Theory, which is now grouped under "The Main Contents". I then put other background materials and matters of interests under the section, named "Related Topics". So far, as I had hoped, I have managed to keep the theory of cosmology free of fantasies beyond the logics of science. In fact, this is the only theory that coheres with the principles of traditions of sciences, e.g. Newtonian science as well as modern space science, evolutionary science and quantum physics. What's more, this theory also coheres with the fundamentals of the most ancient theory of cosmology known to man, i.e. the theory of Yin-and-Yang, or I-Ching, said to have been started in China some 7000 years ago. 

 

So, it turns out to be more than I had bargained for, because of the logical assembly of various aspects, the theory therefore embraces not just the smallest particle physics, but also to the largest structures in cosmological scale, and not just the newest discoveries in science but also the oldest human wisdom as well. In other words, the oldest and the newest, as well as the smallest and the biggest are now seamlessly bridged in unison under scientific explanations. This, I think, is what cosmology should be! .. Meanwhile, there was another intention, with which I started this website, i.e. I had hoped to keep the site free of any political flavors. However, certain recent development has made it necessary for me to disclose these political correspondences mixed with this theory of cosmology and astrology written one and half decades ago. These political writings are still strongly relevant and meaningful today. The exposure of these old writings would also serve well as additional  protection for the copy rights of the theory of Regenerating Universe. 

    

I am therefore lifting this self-imposed band on politics, mainly because some of those writings can still be interesting and useful to reflect. The said political correspondences were parts of materials contained in a large compendium accompanied by a letter that I addressed to Dr. Butros Butros Ghali, the General Secretary, and were sent to UN for her 50th anniversary. The compendium consisted of two long translated letters (originally in Chinese and were delivered by hand to the former senior leader of China, Mr. Deng Xiao Ping in Beijing at end of both 1989 and 1990), as well as some printed lectures about the theory of Regenerating Universe, which I had delivered in Chicago at the Convention organized by the American Federation of Astrologers in 1992. There were other materials, including one that explains how the human body is influenced by the energy of solar planets and possible cause and prevention of cancers. There were other high lights of some political events at the time of writing and many astrological predictions, plus their eventual verifications (I have been deeply interested in Chinese predictive science since my teens and Western predictive sciences since 1978. These sciences are all basically linked to astronomy and cosmology). Due to lack of space, only the two mentioned political letters are included here. The political incidents that I referred in those letters call for some reflections now, as this Oct UN will be celebrating her 60th birthday soon, many things happening around us today are reminiscent of words said more than a decade ago. Many trouble spots a decade ago are still the troubled spots today and many astrological indications are still worth considerations.

 

Yet, amidst the apparent comet disturbances, one nation, China, did emerge despite all odds and succeeded to mobilize her people with full force in executing colossal programs of modernization, with unprecedented advance of living standard within a record breaking time, all before the staring eyes of the world. Such magnitudes of modernizations, without appropriate political will, quality leadership and organization, simply cannot be put underway! And such resultant achievements without the consent, participation as well as hard-work of her entire people, simply cannot be done! But there could have been yet another remote possibility that the combined energy could have been stimulated by the Halley comet's effect. Meanwhile, the most significant consequence yet to surface is probably the rediscovery of those ancient wisdom and philosophy, which might shed old lights on new revelation towards "human to human" and "human to nature" relationship as well as war and peace for the 21st century.... 

 

Today we have just barely seen the first lights of that infinite cosmological age and the potentials of nuclear power. Perhaps it is time to think, and think hard, what is the true role for the humans in that boundless cosmological existence? Or how are we going to participate as a specie in the choice of survival. Do we prefer the primal barbaric instinct within us to run-amok? Do we want ourselves and our off-springs to kill each other or commit suicide for some short-lived advantages, or shall we look far into the cosmos and work as a team for our common survival? We can start not only by self control of population growth, but also by looking inwards and start to self-control the primitive instinct of killing each other, bearing in mind that we are living in an increasingly crowded small planet, and the human weaponry of destruction, both nuclear and conventional, are becoming increasingly dangerous, over-stocked and still piling up by the day, yet the human brains and hearts have not grown much larger. So time must come to restrain not just nuclear arms but conventional arms too. Let us work together to make our domicile (and our children's) a livable one, and all civilian lives are protected from aerial bombs or suicidal bombs!

 

Politics powers emerge in nations with different forms and manifestations, sometimes in the desire of demons and other times with the smile of angels. They can cause revolutions, world wars and mass bloodshed, but they can also construct great prosperities and monumental beauties for all to enjoy. All depends on the quality of leadership of the time, rather than the inherited social and political traditions. So all nations experience fluctuations in states of well-being or national calamity engineered by periodic leadership and politics. We will look into it with more details later on. Meanwhile, let's begin revealing some of the contents in the above said letters, and then reflect or comment on what had been said one and half decades ago, compared with what is happening today as well as what could still happen. However, before I start, I must first declare that whatever I am about to say, it should be of purely academic reference. As I have no political affiliation whatsoever in  my entire life, I have therefore no interests to point a finger at any one or any political party, or to gain anything out of it. The reason that I wrote to UN was purely out of goodwill too,  plus a hope to present some positive references. Perhaps because I took an impartial stance and my discussions were relevant, my writings did receive some attentions during the early 90s and also certain response from different quarters shortly after their presentation. As you will find out between the lines. Please read on!...

But let me tell you quickly a bit more backgrounds of those writings. I have been strongly influenced by Chinese cosmology and predictive technique since my early teens, because my grandfather was a Mandarin (Imperial Officer) of Yin-Yang in the last imperial dynasty. Also being a descendant of a long line of traditional Confucian scholars, my childhood educations were typically classical philosophies. Then in the 50s and 60s I went to study mechanical engineering in the UK followed by practical training in Germany. In the late 70s I collapsed in health and couldn't resist the desire to know more about the study of fate. So I started to program the Chinese predictive techniques in my computer and ended up in programming Western astrology. This led me to a life long interest on astronomy and cosmology as well.... Then came 1989. I bought a Chinese Word Processor for my computer and needed to practice it by typing a large number of Chinese words. At the time, there was a good deal of political tumult in Beijing. Days and nights news medias in Hong Kong were blasting away with all sorts sounds and pictures... Fortunately, the Hong Kong people retained their nerves and the society remained solid

 

I had just bought a Chinese language Word Processor and was struggling to practice the new language tool by referring to a printed script, then a thought flashed across my mind  Why not write a pretentious letter with it, that way I wouldn't need the script. So I started to address a letter to a young friend in Beijing, whom I now called "D" in this page, thus the letter went on and on. Streams of unrestrained thoughts poured through my finger tips almost by themselves into the word processor screen. These stuffs carried strong charges, probably because I never intended to post the letter anyway... . Then one day I went into Shen-Zhen to meet a friend about some business possibilities. We talked about the current events, and ended up by showing this un-mailed letter. My friend was impressed and suggested that he should show it to his father who was then an associate to the senior leader Deng Xiao Ping. I said why not show it to Mr. Deng. This was how things got started. Little did I imagine that Deng would pass the letter among other senior leaders in Beijing...

 

The following year 1990 was a very trying year. China was struggling to cohere in one piece in order to execute her new Open Door Policy and new directions. Hong Kong was getting ready to change hands. Large amount of capitals were drawing out of Hong Kong. Manufacturers were scrambling to move into China where basic operating costs were cheap. Drug cartels and underworld activities were reaching epic proportions. Economic uncertainties were looming in the whole East. In Gaza, Middle East, everyday kids were throwing stones against machine guns....  These were the years of abnormal weathers; famines; floods in Bangladesh; the starvation in Africa, the still new threat of HIV virus and the lingering troubles in Beijing. Meanwhile, Eastern Europe were breaking up, even whales are committing suicides in groups and in repeated intervals, and children in Gaza were throwing stones against machine guns....  

 

By then my studies had brought me to a vague conclusion that Halley Comet could have played a big role in stirring up abnormality in our cosmic environments. It happens once every 76 years, which of course would affect everything, including the micro electric waves that function our brains. I also had worked our that the Halley effect in causing social and political havoc would peak about 9 years after its closest approach to earth, or rather after the start of its departure ( Halley Comet arrive at very end 1985, on that day Presidents Reagen and Gorbachev met and hug each other in Geneva, which stopped years of Cold War but changed the world to another direction. However, according to my calculation, the disturbance would peak and then subside around 1994/5 ). In my own perspective, the sudden and none negotiable action of students who forcibly occupied the Tien An Men Square for 58 days, demanding immediate and on spot change over of a national system, 4 times the size of USA, to democracy, and also the sudden break-out into uncontrolled weeping of the China's Premier at the Square, are all illogical consequence brain disturbance caused by some abnormal ad unknown forces, which would obviously not have occurred at any normal times...  

  

Even my own life and my industry were under completely unexpected attack at the time... In Aug 1990 Saddam Hussein suddenly invaded Kuwait and 38 allied nations were preparing for war. At the time, many retired world leaders, e.g. Tanaka of Japan, Keath of England and Cater of the USA, went to visit Saddam and persuaded him to withdraw from Kuwait. Saddam refused!. Had he withdrawn, he would have avoided his own destruction and enjoyed increased prestige, but instead, he chose the suicidal alternative, which would seem impossible to any sensible man or any good leader. It appeared his brain was affected too by the abnormal comet influence. I decided it was time to write another letter to Mr. Deng Xiao Ping and warn about the possible effects of the comet disturbance on human social and political stability. For the same reason I also decided in 1995 to send a collection of materials, including copies of my letters to Dr. B. B..Ghali for UN's 50th Anniversary. I must admit that at the time, I was strongly alarmed and pretty scared too of the comet's effects because my life was encountering troubles in different fronts. 

 

One thing I had to do in my letters to Mr. Deng during the days of extremely emotional demands for democracy in Beijing was to form a bridge between East and West by talking and using references of history, because both civilizations have their historic backgrounds and achievements, which I know something about. So on the one hand I greatly praised the merits of western democracy, and on the other hand, I gently explained that Confucius philosophy and true socialism, in essence, do aim and arrive at the same goal of achieving individual expression, family unity, national orders and world peace, which is the essence of Confucius society. But in those extreme emotional days, I am afraid I had hugely over praised the virtues of democracy (I will explain this point later on).  Another thing I had had to do, in order to show and warn more about damage from Halley Comet, was that I had to actually predict some political events, so that I could demonstrate the validity of astrological prediction on spot, which is based on calculations of combined changing planetary energies of the solar system. In other words, I tried to demonstrate that social events are energized by solar planetary energies and can be predicted by science. 

 

Indeed, in 1995 heads of member state congregated in UN for her 50th birthday. President Clinton worked hard to secure the first peace treaty for the Gaza problem. He also tackled many other problems including nuclear weapon proliferation and global drug problems, etc.. It would appear that the possible havoc caused by Halley Comet did reach a peak some 9 years after its arrival, i.e. end 1985/6 to 1995, under the collective enthusiasm at the UN, especially Gaza's peaceful agreement caused a huge numbers of UN members to donate in rejoice (Note: Astrology has since then become an authentic subject of science. French astrologer Elizabeth Teissier had been awarded a Ph.D for her work. In the U.S. a university grade college specialized in astrology, named "Kepler College" is now awarding up to Master Degree. Dozens of universities around the world have taken research projects on the subject)....         

Now that I have explained the background of my action, I will now get down to the substances. The followings are the translated substance of my first letter delivered to Mr. Deng dated 6th Dec 1989. Paragraphs that are unimportant and uninteresting, together with courtesies and personal remarks are omitted. Some English translations and some expressions have been touched up and improved. Some points of discussion have been made clearer and more readable, but the essence of the letter remain intact... All astrological prediction remain exactly as they were first translated from the letters,  Notes, comments and reflections are added in brown color. These 2 letters and addendums are quite long, together they contain well over 300k bytes (300,000 bytes) of texts. So please wait for loading. I shall now start with the 1st letter :- 

 

The 1st letter begins:

 

Dear "D" (Note:- "D" is the recipient, a real person, but whose name was used to cushion the direct impact of addressing a senior political leader. This letter was dated Dec 6th 1989)

" Few years ago, a relatively simple principle dawned on my mind. I believe that all MATTERS, either Physical or Meta-physical do possess not only three or four dimensions, but instead there should be five dimensions in all. I will try to give a simple explanation here, and leave the detailed theoretical discussion to some later date.:-

"These five dimensions, starting with Physical Matters, are as such:- Matters possessing only one or two dimensions are of such nature, which theoretically have not yet been formed into a concrete physical substances in existence. They are merely theoretical elements or components. Only matters possessing a third dimension are already independent substances, such as a physical substance. Now, if TIME may be called the forth dimension, then LOCATION, or ENVIRONMENT may, metaphorically speaking, be assigned to be the 5th dimension, because all existing substances must be further subjected to different location or environmental conditions, which would make them different. 

 

Of course, environmental conditions involve ambient forces, temperatures and other factors of influence, but we'll group them into one. All five dimensions are inter-dependent and in co-existence without exception. They are Nature’s complete components of existence. As everything in nature is in a state of perpetual change and also concurrently seeking balance. If a balance is reached, it is further broken down by other influences to start changing again. Therefore, everything in nature is in a state of FLUX or CHANGING equilibrium. Such changes are subject to time and location. (This is the basic idea of I-Ching, the "Book of Change". I will explain more about I-Ching some other time). Consequently, there is not a single matter or element in Nature that can exist independently and in a state of constancy without being forced to combine into a three dimensional matter, and the three dimensional matters are again subjected to conditional changes and become new matters because of the 4th and 5th dimensional influences. Consequently, the Components of Existence in Nature are always 5 metaphorical dimensions. At this point I will not go into more discussions about theories of physics here, instead, I will like to discuss more about Ideological or Meta-physics matters. 

 

"In the field of ideological matters, which include ideas, thoughts, theories, spiritual matters, social and political principles, there are also five dimensional Components of Existence. For instance, a single dimensional matter includes a single word, a sound, a color or an unrelated a musical note that have no response with the rest of world.. ideas or expressions such as, impulses, personal thoughts or immature or selfish opinions, etc...  The two dimensional matters include, such as an expression, a dream, a fantasy, an utopian thought, an unverifiable belief or any ideas or  principles that cannot stand alone in reality. This group of metaphysical matters, although possessing two dimensions, but can not represent common human needs and are unable to produce a natural resonance with human nature. They can not be agreed and accepted by all people. All matters possessing three dimensions are that of “solid” ideologies, such as social, educational, and political principles which can produce a total resonance with Nature and Human Nature, and therefore, are agreeable to all people. The forth dimension is again the dimension of “ TIME “. Obviously, all ideologies and thoughts are subject to scrutiny of time and age. As evolution never stops, history actually never ever repeats... The fifth dimension here is also the indispensable LOCATION or ENVIRONMENT. People are not the same in different places, even the next door neighbor. Social conditions change according to different environments. Therefore, ideas are different because of their locations (Note:- These words were written in 1989. In Spring 2005 President Putin indicated that democracy is developed from historical environments. Historical environments are both time and location)

 

"For this reason, all ideologies and principles as well as religious, social and political systems must have the complete five dimensions in order to endure the test of time and the changes in natural environment. For instance, the Christianity, its principle is to link God to all men through Jesus, but as it knows how to inhabit with time and location. It has the complete five dimensions, and therefore, becomes a living religion. The Buddhism teaches how to reach and acquire the perfect spiritual state as a way of life. Its theory of Karma governs the past, present to future, is already a forth dimensional representation. To-day, its new sprouts are growing in various parts of the world, which becomes the 5th dimension. The Chinese “Ru Teaching“ , namely the Confucian philosophy, although has very rich ingredients of human social relationship and human to nature understanding, but it needs modernization and restructuring, so that it may suit the present day’s environmental requirements. Without modernization, it must lose its 4th and 5th dimensions. It would be slowly neglected and forgotten by Chinese people inside and outside China. In fact it is fast becoming an extinct culture, just as many past cultures have become extinct in the human history...... ( Please see following “Annex ”, which was original included at the end of letter).

Annex:- The decline of the “Ru” Teaching is a tremendous pity. The teachings of “Ru”  in fact can co-exist with any political systems and ideologies, because whatever parts of “Ru” that are out of date can be analyzed and revitalized with contemporary interpretations. Whatever parts that are suitable can be enhanced and glorified. In order that any culture may live and grow, correction, omission and bringing it up to date are always necessary. The “Ru” teaching has been flowing through the Chinese bloods well over two thousand years. It has become part of the inherent Chinese character. The politicians of modern time have not fully adopt it to coordinate with timely political ideologies in order to achieve a resonant effect, and making it a social political energy as well as the generating energy of economy, and in the meantime, to rightfully claim the living heritage of cultural legacy.... This precious property, in turn, has been well preserved in Japan (and Korea) because Japan was comparatively free of foreign invasion and occupation. To-day the teachings of “Ru” have become the binding energy of personal character grooming, family and social orders of the space age Japanese society. It is also one of the reasons of the Japanese social orders and economical success ..

 

The teaching of Ru is the "Middle Way" , through out the dynasties, it has performed the role of a loving mother, as well as a mild and understanding house wife in the household of Chinese social and political system. Because the entire philosophy is very humane, practical and natural, but not supernatural. It has given far greater reach and depth than any political and religious system in human history, including democratic ideals (I will come back to this later). It was also the glue that held together Chinese culture in peace and prosperity for thousands of years, at least until the world industrial revolution.  In some periods of the Warring States and in each episode of change between dynasties during the subsequent two thousand years, this motherly like influence sometimes became temporarily dormant, because she was non-confrontational, but as soon as conflicts were over, she immediately stepped in to take creative efforts. In each period of peace, she had brought forth cultural and economical growth to historic heights. She also had been the sole life force for the Chinese Silk Culture (Reflection:- In Feb 1993, the Vice President of China, Mr. Ron Yi-Ren, announced that China needed a modern day  Confucius. In early 1995 it was reported that some Confucius teachings or the Ru philosophy had been revised and re-introduced in wide scale. Millions of books had been sold...) 

 

There are some present day political policies which contain high degree of warlike atmosphere as well as inclinations towards continuous conflicts. Such ideologies are suitable to exist in war or emergency conditions, but as soon as emergency conditions stops or in days of peace, such confrontational atmosphere often create unnecessary reaction and self destruction. There is also a great need for peace time religious and social belief, or else there will be fatigue of belief in social life. This will lead to all kinds of crimes and moral problems. These kinds of problem are very difficult to heal. They are contagious, far reaching and lasting. Once it occurs, it would corrupt a couple of generations. In that time, anything could happen. If there is no timely treatment or guidance, the end results can only deepen and become still more complicated (Note: Such atmosphere had completely disappeared almost immediately around 1991-2)... Presently, there is a new strength of spiritual and mental belief in the making. It is a most advanced science, which can meaningfully co-exist with all sets of religions. It contains unfathomable natural and super natural wisdom, as well as the highest and deepest human philosophy. Through it, Man can personally acquire enlightenments. With it, it is possible to understand the past and the future. It can avoid conflicts, increase self-protection and prolong health and longevity. It is a wonderful thing (Note:-  I was referring to Astrology, which has since become a recognized science)....

" Therefore, Time and Location (or Environment) are factors of Change. If Einstein’s forth dimension (should be Minkowski's) is taken to be true, then the fifth dimension must also be recognized. Every location or environment produces its own product, called the "Culture", which are not quite the same. Every DNA must come from its own DNA source, so that a fish does not suddenly become a bird. The principle is really not difficult to observe and understand. In short, the first three dimensions are factors of formation, whilst the 4th and 5th dimensions are factors of transformation, and during all transformations energies are absorbed or released.. (Then I went on at length to describe how capitalism had transformed since Karl Marx's days under the influence of modern environments, also how times have changed and how barbaric behaviors and cannibalism became extinct, as well as how the world has become homogenized through commercialism and communication).

 

".... Therefore, this good housewife is, in fact, what I call the first 3-dimensions. Having such a housewife, people’s hearts will cohere. Social and family life will consolidate. Happiness and hope can be shared by all. Once security and prosperity is achieved, only then it is time for songs and dance, or needs for human morals and human rights. After knowing that the tummy is empty or full, and what’s wrong or right, then it is time to help and share with other humans. This is just humanity and simple human nature. The term Human Nature is in fact the sum of individual person’s inherent nature. It has similar needs and common aspirations. 

 

"Every human action has a definite “Cause” and also a definite “Effect”. That is why social fate can be predicted by astrology with remarkable accuracy, in accordance to timing and location...  Consequently, whenever there is conflict between political power and human nature, the human nature will first endure passively, but as time progresses, there will be discontents and struggles. Such struggles can continue until finally an un-deferrable and uncontrollable strength appears ... This strength will utterly and irrationally attempt to seek immediate solutions for all problems. When it breaks out, often it is like avalanches, and more than often as a complete surprise. Then it can not be stopped ... In to-day's electronics and computers age, when knowledge is advancing rapidly, a decade’s progress is equivalent to a century in the Middle Ages (This was written in 1989, I believes Internet's WWW only started in 1993). Every individual wants to live an comfortable modern life that befits their environment. Everyone wishes to think and participate in modern social and political life. The society therefore must march forwards. No one can and no one has the right or the power to stop or change its course. Even when there is an untimely retreat at times, it will and must go forwards again. 

 

"In the last few years, I have often talked of human nature, as well as the phenomena and manifestations of the great nature. I remember in 1982 or 1983 I wrote to you “ There is a tremendous under-current which is becoming more and more apparent. Men are beginning to show compassion for each other and for other fellow species. This is a rare thing in human history ”. This is what I refer to as the human resonance. You did not take it all in at the time. But soon after I have written, the Hong Kong people initiated quite a few large scale charity donations. Couple of years after that, some artists in London organized huge charity singing concerts to save the starving children of Africa. There will be starvation in Africa again this year, I think there will be some more similar actions taken (Bob Gilbert and friends are doing it again this year, 2005).... In a few more years, people must believe this, because the world is already over populated. The Earth is becoming too small. It may soon be ruined. The present problems facing Man, are the problems of co-existence for the whole human kind and how to save our Earth from uncontrolled exploitations. Many Western European nations may soon be united by choice.  This is a precedence in human History. People in Eastern Europe have come to new revelations too. The East Berlin people are receiving money gifts from the West Berliners. The world is changing under new visions and revelations. This is also a human resonance that will continue onwards from here on ...

 

" The economy of Eastern Europe could have come to a rapture, if the social and political situations had continued in the way it was going the last few years. While the speed of the western world, both technologically and economically would have gone too far to be caught up. The gaps between the rich and the poor nations would become too great. In less than two to three decades, the problems for the poor nations may become dangerous. There is bound to be internal strives and misgivings. Yet, the capitalist world does not take the opportunity to exploit and harm them, instead, they are using rational persuasions and reaching into their pockets to help. Therefore, to-day’s capitalism is a very different thing compared with that of Karl Marx’s days. (Note:- These were very important words for the soon-to-be open door policy. Besides, on 10th July 2005 the G-8 nations held meetings in Scotland and decided to cancel debts of African nations totaling some US$ 50 billions.. Both good and bad should be said)

 

"Conflict of war occurs invariably as a result of the following causes:-  Differences between the rich and the poor become too large. Gaps between strong and weak nations become too wide. Historical hatreds; struggles of human injustice; or the will power and ambitions of dictators, or any of these energies become uncontainable, war flames flare soon after choice of wrong leadership, and the methods to execute wars are invariably through fanning up mop emotions and putting them to massive destructions. In the past one century, mankind has tasted enough such unnecessary stupidities. So now the human being, having survived so many huge mistakes and experience so much bad memories, is about to gain some control over its raw nature. After great destructions, there follows always a period of great revelation and great construction. After world wars, there must come a duration of world peace.  Or else, the consequence would be obvious. 

"Therefore, from here on it should not be so easy for men to fan up internal conflicts or massive war sentiments or commit similar stupidities again, even if some ambitious war lovers should gain power, the danger should be limited because people are wiser now. The tremendous rapid development of to-days communications imparts powerful human wisdom and understanding into the hearts of all men and women alike. As the female nature is life-loving and peaceful, its increasing participation in human affairs should ensure human survival. There is also a resurrection of divine nature deep within human awareness that links humans to all lives and phenomena in the great nature. The end result will be love and protection of nature and life, thus universal sentiments will and must increase, as human wisdom increase. This is rapidly becoming a global force. For this reason, and at least for the next half a century, mankind will march on the road of peace and mutual respect for common well being. .. ( Incidentally, Gorbachev remarked in 1989 that 'in the coming 15 to 30 years, the world will be a peaceful one:.. Indeed, much had happened. Right after this writing, the Cold War ended. The First Gaza Peace treaty was signed under the Clinton administration. South Africa's apartheid ended. Hong Kong’s change hand smoothened and UN’s Reform proposed. Crime and Corruption suppressed world wide. The world is recovering fast).

" It is evident that in life there are choices of broad open ways as well as small twisted paths to reach a destiny, as it is in governing a nation. The greater rout is one that is wide and bright, which can reach through human nature and resonant with its needs. The human needs are the primary desire and aspirations of each person or each member of a society. Unfortunately it is impossible to unify all individual desires and aspirations into one single cause, such as choosing a leader. For that reason, the search for the best possible leadership continues to evolve. Some nations try to cohere individual needs by giving their members some form of participation in order to have the general consent, but as time passes, the system evolve out of shape and the individual participation becomes a mandate that no longer represents the individual or national interests, instead, it becomes the consent to empower one single leader who in effect represents a group called the "party", thus the party power grows to huge proportions and the individual needs are no longer taken care of.  

 

This gives rise to a situation where some other nations take measure to choose a leader from professionals whose qualities, qualifications and past experiences are known, in the hope to ensure such leader's performance can best safe guard the interests of members and the state. The systems of each government may be different, but the essence to serve both the individual and the state must be exercised and performed. Therefore, there are democratic capitalistic systems and there are also so called democratic socialistic systems, depending on the demand of time in history and the needs of regional environments. Because of the varying factors of time and environment, all nations are constantly searching and developing their own systems. There are disputes about what is the best, yet so far no political systems are quite perfect. Unfortunately, while nothing is perfect yet, mankind has already arrived at the age of nuclear weapons. The difference in ideology can cause utter distrust, which could lead to cold or hot wars, and eventually the possibilities of nuclear wars... 

 

"However, at the end of day, the closest alternative to perfection is one that gives genuine quality and performance of leadership, which would satisfy the individual needs, national security and world peace. But this is not always available. Some systems permit opportunities for ambitious men to maneuver public sentiments to gain position of power. There have been many leaders in the past who excelled in the skills of gaining power, but once in power, the actual performance departs far from mass aspirations. This kind of system can be dangerous to the individual, to the nation and the world at large, because it can eventually lead to wars and create unbound hatred between people of conflicting beliefs. In the end, global control of nuclear wars must be sought. The problem is, can nuclear wars really be controlled when aggressions are present and dangers loom?  Once blood begins to flow, would people still abide to rules and treaties of peace?  Of course, there exist many alternative political systems. These are the nations that import political systems, some of them even work out successfully. Usually these are small nations that have no strong historical backgrounds. Any system is better than no system. Unfortunately, there are also some that do have their back ground culture but less advanced, they also randomly adapt systems unsuitable for their own culture. Because their people do not have the chance to experience the course of natural evolution, and to understand the pros and cons during the development, these systems are experiencing no end of troubles, and nobody knows why because they appear to work for others. 

(Reflections :- As President Putin has recently remarked, history has a lot to do with development of political systems. There are systems, which are passed down from distant history and there are also systems that are still experimental. Some systems choose a leader proposed by political parties and then confirmed by general election. Other systems make sure of the quality of leadership by simply appointing or selecting a leader with known qualities or well established qualifications, such as past performance. Some other systems may choose a leader from a base of electorates who are themselves elected by the general public, whereby again, because these officials are already experienced in various responsibilities of  governance, the qualities of leadership chosen are better ensured and the unknown quantities are minimized. The above systems may be combined to obtain optimum safety and stability of the domain. The different modes of finding leadership depend on the historical background, on environmental developments and on timely needs, because history has taught us that nothing stands still for ever and that human civilization is a continuous evolution. Another factor should be borne in mind is the size of the domain. For instance, Hong Kong is only a single town, and Macaw is even smaller. Small town-like domains are unlike large countries and may be an easy target for economic or political attacks, therefore, the needs to maintain political stability as well as peaceful relationship with her political and economic partners become vital to such systems.

 

So, safety and stability must come first. Ultimately, such tiny domains, having little need of great upheavals and changes of policies or party politics once every few years, should opt for a combined system as safety measure. In fact, small autonomous administrative regions must be particularly vigilant for any well organized political and economic attacks because it is easier to disrupt the economical political stability of a small population. On the other hand, a small region can just as easily generate growth or recovery from any source of well intended assistance. There are many such examples... In a nutshell, the whole purpose of electing a leader is the hope to select the best quality of leadership, in order to safeguard, in times of peace, the stable continuity of economical growth and political stability, Yet in times of crisis, to provide timely foresights, humane wisdoms, responsibility and courage that would lead the people out of crisis. One right decision from a leader and millions would rejoice, but one wrong decision, then millions could die as well. One thing is sure, the purpose of leadership election is not some self centered or relentless demands, originating out of political ambitions (as Kennedy once said "Do not ask what your country can do for you, ask what you can do for your country!"). If you should unfortunately allow such ambitious and selfish man to be in power, you can imagine what kind of outcome or future prospects he could bring to your society and your own life! Therefore the quality of leadership is either the priceless possession or the most dangerous motivator of a nation, regardless of whether he is democratically elected or not...  

    

There are many political systems that have been also passed down from distance past. Some of these systems still maintain their name and substance developed well before the modern world was fully and sufficiently established. In time each adopted new measures to suit their regional purposes, others have grown out of their original shape and original designs, but their people have got so used to the slow change that they do not notice original intents and circumstances no longer exist. In fact, the world has changed so much that in this prevailing nuclear age there can only be one choice left, i.e. the entire human specie must survive as a whole, because if future wars did break out, the nuclear pollution would render air and foods unlivable for everybody. The half life of nuclear material lasts thousands of years and a small dose of pollution will eventually kill by deprivation of clean food and illness. Once any persistent wars, (conventional wars included) break out, there is no guarantee that they won't lead to nuclear wars (like the 2nd World War). Crude detonation of dirty bombes were invented more than half a century ago and described in Internet. Hundreds, if not thousands, of nuclear power stations have been constructed since. There is no telling whether those nations, which are constantly subject to threats or bullying, would not have already accumulated plenty of fission materials to make dirty bombs. Pakistan was able to detonate a device one month after India's nuclear explosion.

 

These days human lives are becoming cheaper by the day as people are blowing themselves up in order to kill others. And historically, plenty of leaders were willing to use citizens' lives for the purpose of political ambitions. It becomes imperative to understand and to fully investigate the grounds behind the blood sheds and prevent further escalation. But above all, time has come for all nations to take a hard look at their traditional political systems and the fundamental purpose for choosing a national leader, because a leader can lead his nation to wars and end up with unpredictable consequences to his people and to the rest of world. The 21st century will yet turn out to be a moment in earth history when politics must decide whether the end of world should come by direct attack with bombs and guns, or by indirect means of political, economical or ideological invasions. Either way will lead the humans to wars, then nuclear wars and finally total suicide.. It's not only the so called "Terrorists" are capable of committing suicide, but all politicians and people involved in political conflicts are capable of doing it, only in a more subtle but much greater scale.

  

There are political systems that are largely designed to mobilize mass consent, which then empowers the leader to act on their behalf. A term called "Mandate" allows a leader to make wars or peace on behalf of the people. This extreme power comes from mass participation in electing a national leader. Although there are also variations due to regional environments. Majority of such electoral systems may have started with many choices of individual candidates, or political parties, but as time went on, voters flock to political parties and parties would grow more and more powerful politically. More and more small parties and independent candidates would find it difficult to compete. Eventually two large powerful parties would emerge to form a competitive oppositions. It goes without saying, equal and opposite strength of parties would take turns to govern. Sometimes in the process of development there could be more than two political parties, but such a multi party system frequently runs into a dilemma when none of the parties can obtain a simple majority of votes. In such a scenario the parties must form a coalition to rule with somewhat different policies and the possibility of plunging the land into political and economical instability. The instability is becoming more and more sensitive in the international financial world everyday as the world economy becomes increasingly inter-related. The formation of a bi-party system therefore becomes a natural product of evolution. There are many such bi-party nations today.. .

 

However, the two parties would choose their own leader and consequently present only 2 individual candidates before national election. Such electoral system is therefore split also into 2 processes, i.e. firstly, a choice by the party, which decides who shall be its candidate. Then followed by the votes of the general public who pick the final choice. So, in effect, the vast public can only choose either one man or the other who represents the respective party politics. To put it bluntly, you can vote your heart out as long as you vote only what the parties want for you to vote, which is just one candidate for each party, but there is no way you can choose whomsoever you want to vote for. And the quality of the future national leader is fixed by the political parties, which the voting public has no choice but to accept, because loyalty to the party already destroys the essence of democracy, and the influence of powerful party aristocracy makes it impossible to select quality. Therefore, in truth Universal Suffrage in this case can only mean that all voters agree to abandon the principle of democracy (meaning fair and equal universal rights to elect for and be elected by all people. In other words, people's rule) in favor for the absolutely bare minimum possible choice (Note: Absolute bare minimum is two candidates, because one candidate alone does not constitute a choice). 

 

Yet, there is even a more serious and dangerous fraud in the system. The party becomes the clever smoke screen for the rich and powerful, or contemporary aristocrats, to use the party hierarchy as a stepping stone to rule over the entire population.... So, in the end national election becomes an institution controlled by the party to introduce aristocratic rule and side step the demand of the rule by the people or democracy. In fact, if the same system is exported or inserted into a targeted nation, it could be the means to take over that country by remote control of its parties and elections mechanisms, and such nations can then be used as loyal allies for further international conflicts and wars. It would appear that the Third World War must be a war of parties. For instance, let's say a coalition of 40 warring nations would descend upon you at the death of night like 40 Pearl Harbors and 40 enemy government and military command centers (or capital cities) would be blown to oblivion before you could wake up... As to whether this summation is true or false, people can judge for themselves from what's going on in reality... Hopefully none of this has happened yet, or going to happen, but I have to sound the alarms and expose the possibilities, because in the next World War, if any, there would be no bystanders, nor neutral nations. It's not going to be just two atom bombes, but thousands of nuclear bombs. So, it's either pollution sicknesses or just bye-bye!. I would not be writing this strong analysis, if there were no force attempting to replace the long tradition of humane Chinese culture that teaches world peace and equality with party politics could bring the world to the brink of destruction....  

  

Consequently, although the term "Democracy" implies fair and equal chance for all and "Universal Suffrage" again further stresses this meaning, the reality is far from true. The reality is that voters are allowed the least statistical possibilities of "2" in any situation of choice. Even then, there are two vital fundamental aspirations missing, i.e. firstly these choices of candidates are predetermined by political parties and not by voters, then secondly, which is even more important, the voters are unable to choose the quality of the candidates. That's why the voting public must be clearly informed that although the names "Democracy" and "Universal Suffrage" sound so good, they have in fact been blown up so big that the voting public's visions have been totally obscured from the true original meaning and purpose.  Democracy in ancient Greek was invented to mean electoral equality and fairness of choice by all members of the public. This was possible only because ancient Greek "City State" consisted of not more than around 10,000 people. But in modern time, the value of original Democracy, meaning People's Rule, where the whole body of citizenry participated in the rule of land, has been depreciated down to the absolute minimum of 2 choices. What a depreciation! Yet, somehow modern people are still believing that they actually participate in the rule of land. And nobody ever complained that he or she has been robbed. Still, even in ancient Greece, it was not truly democratic because women and slaves had no political rights to vote.  

 

In any case, thousands of years have passed since ancient Greeks invented Democracy. Now the First World War changed sharp metal weapon to bullets and cannon shells. The Second World War changed bullets to Atom Bombs. In the future wars, small nuclear devices would be striped onto human waist or blow your whole town up to smithereens from outer space. Yet, politicians can't wait for Third World War to happen by collective warfare or coalition of warring nations, even when it is quite unnecessary. We all know that wars are never the wish of any private citizens, yet under decision and demand of national leader, a citizen has only the rights to kill or dye for his nation. So let's emphasize again, how the citizens choose their leader who then decides to make wars becomes a major concern not only for the citizen but also for the rest of world...

 

Nowadays after the candidates have been chosen by political parties, a great festive atmosphere is then drummed up by tradition to mobilize the participation of the entire citizenry. The individual voter then by habit thinks that because he has taken part in the election, he therefore has given his personal consent. It is then called "the mandate", which in turn means " the mass consent" or "general authorization", when in fact the voter is given the least possible number of "two" candidates (because "one" is not a choice ) to choose from, and yet such choices are not selected by the voters. Therefore, in fact the voter is lured to believe that he has given his free will consent to an electoral system which sounds so democratic. So he happily rubber stamps the bare minimum that he is given to choose from, no matter the candidate in his choice has the quality to be worthy of the given mandate, or not. Such illusion now empowers elected leader to decided life and death of the soldiers in his nation with absolutely undisputed authority and impunity, including the fate of other nations, friends or foes. Once the election is done, the authorization is final...

 

However, it must be said that the very intent and hope of any election is to select a leader with the best possible humane qualities and wisdoms among all people, so that in times of peace such best human qualities would lead the nation to greater social harmony and prosperity, and in times of war or any other crisis to protect and prevent the loss of life and property. Such is the fundamental aspiration of any electorates in selecting their national leadership. Am I right or wrong? Only perversion would lead to ambitious adventurism, which could generate various unpredictable consequences to his people and the rest of world. Haven't we had enough of that yet? ... Yet, much of modern politics, after barely a few years of peace and prosperity, have already forgotten the want of leadership quality, and drifted towards power politics, which must then lead to some form of international power struggles and finally prolonged destructions and human carnage, as if the two world wars have not taught the human kind any lesson at all. So who has the rights to decide who should live and who should die as well as what qualities a leader should possess. I think this is the most vital essence of "Human Rights". If I am right, then the elected leader should at least have some established humane qualities... 

 

The bi-party democracy dictates 99.999% of the candidacy for the final general election. The system leaves only two choices of candidates out of hundreds of millions of citizenships. If your school teacher should ask you to elect a class leader out of only two predetermined classmates, I bet you will complain that it is indeed very undemocratic, but in national election the tradition and propaganda are so overwhelming that you'd probably don't notice that you have no right to choose your real candidate, but you do have the right to rubber stamp the choice of political parties and give your mandate. This is not the way of the original ancient Greece. Besides, in general election, due to almost equal strength, a victorious political party usually assumes power with a small margin of winning votes, which means that this small amount of votes decides the fate of a nation. It also means that almost half of the total votes are not in favor, or are against the choice. 

 

Therefore, it is not true "mass consent". What's more, a very large percentages of population do not joint any political party, which easily reduces the winning party to a minority. Then another huge percentages of eligible voters do not go to poll, which is another huge population unaccounted for. Then there are still some who are eligible to vote but have not registered as voters. And lastly, there are the too young and too old to vote, which again take up a large proportion of citizens. Also in some countries women are not given the right to vote. All these are presented under the alluring definition, namely "Democracy", but in fact they reduce the winning votes to a bare tiny minority compared with the whole national population. Because this is a certainty therefore such bi-party (and also even worse under multi-party) democratic election systems becomes the representation of national minority rule every single time. And you have no way of choosing the quality of the elected leader that you may hope for. In other words, you have given your all mighty Mandate to an unknown quantity blindly without having any clue what he or she could do with it.....   

The scenario is in truth some political parties, each with a small national minority, completing to seize political power for the rule of the land. If this system is spread to another nation, it would give an opportunity for another minority party, or even a Trojan Horse party, to grab hold of the rule of land or the extremely powerful "Mandate" to act on behalf of the people. Such attempt if taken place involuntarily in a nation with completely different cultural and social background is equivalent to a violent revolution in regional cultural and political life, and will inevitably result in irreconcilable internal conflicts and often blood sheds, which can be much more lasting and more devastating then any external war. Then once the ruling power is at hand, it would be difficult to determine what quality of leadership, or whether if it is a pure Trojan Horse, that holds the rein. This therefore could further gives rise to endless power struggle and human suffering that occur from time to time in different parts of the world... Now, because we are living in the age of mass destruction and the power of political mandate can and does hold the fate of nations and mankind at large, these historic and misleading political traditions, which holds the name of Democracy, yet fully packed with explosive nuclear potentials, should be analyzed in great details under modern conditions. Or else, once a miscalculated action is taken it might be too late to turn back, not just for the nations involved, but for the whole world ...       

Anyhow, this kind of election system neither represents that the best quality of leadership is chosen, nor that an absolute majority consent is given to rule. In a long term average, the 2 political parties would take term to govern and national political directives may be subject to flip flop changes once every few years. One elected leader would give the world an impression of peace and goodwill, another would give the atmosphere of aggression and threat all within a few years, or even less... In short, the true aspirations of democratic election can be easily turned into a drama of national and world related political and military struggle.... Meanwhile the individual voter has little choice but to follow, yet he and she are led to believe that they have democratically empowered the elected leader with their mandate, when in fact the voters are only given the chance to endorse the choice of political parties. (Note: I had hugely over praised the virtues of democracy in my presentation to Deng Xiao Ping in 1989 because I had urgently hoped to impress him to open up China with bolder steps and to make friends. It was during those very difficult days when many leaders in Beijing were definitely still very hesitant. Now 15 years have passed and a new situation is at hand, so a detailed analysis is due!)...

   

Of course, there are also some nations, which due to wars or other violent social changes, have not yet consolidated into a bi-party formation. These nations have electoral systems, which entail multiple numbers of candidates. Some of them, like Afghanistan, have over 50,000 electoral candidates (unless I have misheard it). It becomes impossible for the electorates to count, let alone to choose a desirable candidate to govern their nation. In Iraq, bombs were blasting away daily while election was taking place. But the newly fated Afghan and Iraqi people now are informed that they are electing their leader under democracy. These lands do have different cultural backgrounds compared with western democratic nations. Their experiment in adopting western democratic system could prove whether the attempt would bring happiness or sorry. For the nations or governments, especially those whose cultural backgrounds are different, that are interested in adopting western democracy, there is no better opportunity than waiting and seeing the final outcome of these Afghan and Iraqi experiments say in next 5 to 10 years time.. So, what's the hurry to jump into untested territories?  Let's hope, for their sake, that all the people in Afghanistan and Iraq are happy with it, and there would be no more insurgencies, or social and political unrest, because if people are not happy, then bloody conflicts could persist and reverberate for years to come, and affect the entire world... 

 

On 20th Sept 2005, German general election ended in a deadlock, when the two major parties could not reach the electoral majority. If a third party agrees to form a coalition, it would defy the aspiration of electing the best and unified leadership, only to settle for a joint venture with separate political policies whose political aims are different. Besides, each of the two major parties may yet succeed in forming the coalition with a third party to govern the land, or to break up the agreed coalition any time the policies don't agree. Therefore such coalition already plunges the nation into uncertain future leadership. A solid and predictable German leadership could spell stability for the entire European Union and its economy, leading to stability in the world. But this too is the result of the so called Democracy. This is also why the multi-party system will eventually evolve to become a bi-party system, and once a political party is formed, the final outcome of making decisions must belong to party politics... In fact, the ideal of democracy is perfectly and intrinsically righteous and natural. It is also in tune with Chinese civilization. The troubles begin only when the political parties emerge. That's when organized power struggle begins. Loyalty to the party destroys the original intent of democracy. One needs only to switch on the radio and almost immediately somewhere in the world power struggles between parties, disputes, corruptions and election frauds are being reported. Even under the traditional rule of a monarchy, although long out of date, common people enjoy more peace and stability. At least they know who the next dominion would be and what he is like. But under electoral system nowadays, the elected leader is always an unknown quantity. 

    

For instance, Haiti's democratically elected President was ousted and forced into exile. Ukraine's democratic election result was over turned and re-election was necessary. Liberia's elected President was forced to step down.  In the Philippines, people try to impeach their elected President for election frauds. On Nov 7th 2005 news reported Azerbaijan's election was not up to standard and would require reelection, etc., etc.....  The above examples are occurrences of the most recent time, which indicate that democratic election could even be a source of trouble and instability, a reason to be cautious and concerned. If that's the case, then why insist on such traditional democratic election? Social conditions and political structures have changed so much since ancient Greek time, and yet the principle of democracy still has not yet reached near optimum representation.

 

Other parts of the world have totally different cultural background and experiences. Nature's evolution requires always right timing and suitable social conditions in order to evolve correctly. Super imposition of political system that originates from untested tradition or that requires military intervention is not democracy. So, if nothing is perfect then why not reach out for a better 21st century solution, i.e. a combined system I have earlier referred to. After all, everybody ultimately desires to elect a leader with best possible quality and predictability of performance. Chinese people have thousands of years of peaceful social philosophy and a traditional need of wise and non-confrontational leadership. Why should any one want to uproot thousands of years of good tradition and deliberately turn it into political uncertainty or changing party rules once every few years? What good could it do to the rest of world, if a quarter of humanity is turned from declared peaceful intent into unknown political leadership, and peaceful national development also turned into political instability once every few years?

 

Now, suddenly man finds himself in the middle of a nuclear age. More and more mineral oils supplies are becoming short in supply and therefore more expensive. Nuclear power stations are increasing in numbers and more fission materials are being produced by the minute. This means nuclear materials are being piled up in big and small countries, and before long, say in 20 years from now, the world will be over stocked with bomb materials. Small or tiny quantities could be purchased and hidden underground, by putting them together they can amount to very big quantity of bombs, but no one can dig every inch of land to inspect the hidden stock. Nuclear proliferation control can only be effective if all men demonstrate complete trust and good will, and national safety is truly ascertained, not just by the will of one party alone, nor by any means of international agreements. Yet, there seems to be no lack of leaders who don't mind using force and threat to create tension and start off arms race. Privatized arms makers are shipping out more deadlier weapons by the minute. There seems also to be unlimited supply of individual who are willing to give their own lives just to show their extreme hatred. The continued burning of fossil fuels must result in environmental pollution and global warming, which in turn must force the deployment of nuclear energy. Someday very soon, when there are enough power stations around, underworld cartels would certainly not mind trafficking uranium and plutonium bomb materials just as they are doing with drugs.

 

But that's not all, modern conventional weapons are no less deadly and kill just as indiscriminately. It's so easy to push a button from an aircraft and bombs are away to blow up houses and people miles below, including harmless women and children. It is equally easy just to sit in the safety of an armored vehicle to cannon fellow mankind. National leader, generals and admirals can kill lots more by a simple telephone call. All of these things can only create more and more suicidal terrorists simply because they have no such modern weapons but they do have their life to give, which also means that sooner or later they must and would acquire the mass destructive weapons by hook or by crook, which otherwise they would not have the need or even to think of acquiring.... In short, in the age of nuclear weapons, everybody is thinking of nuclear weapons, unless true intent of peace is not only declared but also demonstrated. What good would international treaties do, if your own people are under the threat of annihilation? Most people still do not realize that continued animosity could trigger off annihilation of a sizeable community, which could come at dead of night, or in busiest time of day...

  

It all boils down to one thing only. It's about time to wake up, instead of generating more animosity, because the alarms are ringing. This is not the Roman Empire time, nor the Medieval Age any more, it is now the Nuclear Age or the Space Age. Perhaps it is the age of suicidal bombers, or worse still, suicidal politicians, some suicidal students (Beijing), also suicidal stone throwing kids (Gaza kids), suicidal leaders (e.g. Saddam Hussein and others), suicidal planes of Sept 11th 2001(New York) under some sort of unprecedented suicidal plots ( the biggest and most organized suicidal plot in aviation history against the biggest military power by a small and unregimented band of "Terrorists" or "Mountain Goats" whose means of transport is a walking stick ), hundreds of individual suicidal bombers (everywhere), suicidal soldiers (died or injured for no sufficient cause), suicidal priests (gay), suicidal weapon merchants, suicidal whales, and the age of global suicide brought on by the over manufacture and proliferation of all types of weapons (including nuclear weapons), because weapons are made for wars, if not for today, it will be used tomorrow, or to be spread around other human communities through sales or for political purposes... (Perhaps it's high time for the rest of the world who are still sane and still want to survive to wake up and say or do something for their own sake. I do!  Freedom and Human Rights should be achieved, but it's for the poor, the needy and the hopeless who are trapped and cannot have them, and not the bosses and the powerful who already have plenty and yet still cannot have enough. Also, when much of the world has gone suicidal, it's time for the remaining world to know that something has gone badly wrong, and therefore say something about it too!)  

 

So whose parents or children would be victims or turn into bombers either from the air or on the ground? Nobody makes weapons for purpose of rusting away. When you make weapons, you make war. That's why I hinted that there should be a total re-thinking in politics and in political systems. There should urgently be a study and discussion in the United Nations, not only to prevent the nuclear proliferation, but also how to restructure the political systems to safe guard the innocent people and the population of all nations. There should also be an impartial study as to how long it might take for the increasing stock of both nuclear and conventional weapons to eventually trigger the explosion of third world war. Perhaps it's high time to set up a special academic group in the United Nations to debate and define the meanings of not just "True Terrorism" but also "True Democracy", as well as "True Human Rights", even "True Freedom". Sometimes freedom simply means that masters are justified to dominate as they want, and slaves are free to suffer as they wish. O.K. Even debates cannot reach universal agreement, at least such debates would heighten universal awareness and universal understanding towards these important issues, which could otherwise be gregarious slogans and pretext for wars easily. Indeed, there should also be a global awareness of the pros and cons of democracy or any other systems that could produce proper human leadership and effective prevention of nuclear war. .. 

    

This situation precipitates out of the simple fact that democracy has failed to produce humane leadership, nor did it prevent any wars during the last century and beyond. In fact, the neglect of humane quality as a base of leadership as well as the struggles and fluctuations of different party policies tend to inflame and promote more human conflicts and wars. It was the democratic nations that stated the 1st and 2nd world wars and brought human kind towards nuclear annihilation. It's now the duty of every man and woman on earth to suggest and propose possible alternative future political system, especially if nuclear proliferation cannot be effectively controlled. The possibility of nuclear war is already far too late to be halted in view of the need of nuclear energy in the foreseeable future and the simplicity of technology as well as the ease to hide nuclear bomb materials.  If the ambitions and lust for power of politicians and if individual fighters who are willing to blow themselves up (terrorists if you will) cannot be stopped, then it's time to realize something is badly wrong about human politics? One next dirty nuclear bomb will lead to thousands more. The human politicians and power holders (not little individual citizens) have chosen all by themselves to reach the end of the road. Don't you think it's reason enough to examine what causes wars. Is it the human nature, which is still raw (after only some 150 generations of civilized evolution) or is it the political systems? Whatever it is, it's time that every human on earth should know about it. 

     

What's more! There shouldn't be any reason that one nation should be allowed to dictate or interfere another nation's efforts to build their own systems based on their ancestral backgrounds, or just new experiments. To super-impose unfamiliar ideas, customs or traditions on other's head is not the purpose of democracy, and to inhibit experiments or search for solutions is to stop progress for the next generations. So what can the individual owners of this planet propose to do? I would be inclined to propose the following two directions, but of course, these are only my own thoughts:- The easiest way is to elect a leader with wisdom, experience, known performance, strength and, above all, humane qualities. But how? To judge such multiple qualities of a possible Head of Government requires the qualities and experience of a large, but not confusingly huge, committee of electorates who represent people in different constituencies, also more importantly who must represent the responsibility, experience and trust of people. Through the wisdom, experience and responsibility of these responsible electorates a national leader of appropriate quality may be ensured and therefore elected. This committee and its functions may therefore consist of members from the following sources. 

Firstly, people's representative directly elected by people of different districts or constitutions. These representatives must then be responsible for the daily intercourse with the grass roots of those constituencies. Secondly, government departmental heads whose trust is already established through their daily interactions with the entire citizenry, because if they do not perform, they wouldn't be on the job. These representatives of the government are extremely important because they know the business and problems of governance. Thirdly, the representatives of specialized social sectors, such as respectful social leaders from the business communities, or social workers, educational or legal sectors, including one representative from each religion. A specialized governmental department responsible for constitutional development should be established to study and propose the inclusion or dismissal of members of the specialized sectors and the final electoral committee, the decisions of which may be vetoed by a governmental cabinet or the presiding Head of Government. 

 

The main aspiration of the above proposal is to achieve an improved democratic representation for the people with emphasis on quality, wisdom and experience during the whole process of passing political power. By this process the power politics, the inflammatory influence and organized fluctuations of political parties are not eliminated but minimized. The economic, political life of a society may stabilized and continue to prosper without large fluctuations. Quality of leadership of course produces quality decisions and therefore minimize the mistakes of human conflicts and wars. Then lastly, the system may still be put under universal suffrage, but only if absolutely necessary, for approval of a single Head of Government or two candidates for general election to give a Head and a Deputy Head of Government.          

In the meantime, all people in each nation should also take part in the discussion of what could be the best political system for their own future. I cannot over emphasize this point, because unless a general understanding and willing consent are reached by the entire people of the land, it could provide political activists ammunitions to start off a violent revolution in political systems across the world. As it already happens what sounds good in name is not good enough in essence. An electoral system with two fixed candidates only should be called "anti-democracy", and not "democracy". Of course everything changes with time, ancient traditions of Greek or Rome won't do any more for our nuclear and space age.. Indeed time and environments do change everything, not just for the nations without the so termed democratic traditions, but also for those with such historic backgrounds. The courage to change for the better should be a virtue and not a shame for people of all systems and nations. It is a terrible mistake not to develop a true democratic political system in ones own nation. It is a greater mistake to superimpose ones own imperfect system onto other traditional systems that are different but developed over millenniums. It is even a crime against fellow nations and fellow humans by interfering their efforts in developing new systems suitable for the nuclear age. It is certainly not a reason to cause confusions, unrest or ideological conflicts in someone else's home countries that do not practice your preferred system, no matter your system is truly democratic or not! 

 

I wouldn't be writing this, if I didn't see the necessity of true quality and wisdom of future leaders. The intent or endeavor to install ones own political life into other people's traditions may be graded into two sources. One is out of pure friendship and good will. In which case, a suggestion should be welcome but certainly not one sided insistence. The other possibility is out of ulterior purposes, which would lead to interior war, then exterior wars, then coalition of war and finally nuclear war (remembering the last two world wars were started by much less important reasons)... Here I am not referring to any particular incidence, past or present, or pointing a finger at any particular nations. What I am referring to is the general situation which will affect every single life on earth, including the future generations... I am not saying this because I belong to any political entity or affiliation... I don't!...  All I want to do is to show the importance of leadership quality, and how for many thousands of years Chinese people have regarded its importance. Also how and why they might choose to deal with it... And in particular, I cannot emphasize enough that we have suddenly arrived at the age of nuclear weapons, the bombs cannot decide to explode and kill people by themselves, it's the human leaders who will do it. So which of your elected leader is likely to do it?..  In the up coming passages I shall tell you the story about Chinese tradition and considerations for the importance of leadership quality, also how and why China has never invaded any nations, nor conquered any colonies, nor practiced slavery and so on... despite she had all the man power and the tools to do it...        

So, in conclusion, humane quality, proven qualification and past performance of leadership with predictable policies, cautious nature and virtuous characters must be the true criterion of choice from the grass root level. In the coming two or three generations, such leadership will urgently become the safeguard for individual aspirations, national security, as well as for the fate of the human kind... 

  

" In the recent years, because of the historic change-hand in Hong Kong, the orders of the society are beginning to change. It’s bound to affect general morale. Responsible politicians should have long prepared to encourage and raise the standards of morale, in order to compliment the impending social change for the good of all. Sadly, in Hong Kong there is a small percentage people who prefer to pour oil on the fire, as though the society won't be unstable enough after the change hand. So, in the end, if all good men lose faith and run away, leaving only the bad eggs and the fools. It’s bound to create problems beyond the predictable. If the “ One Country Two System “ is going to work in success and stability, enabling the Chinese people to march in unison with all nations of the world, and to develop peaceful economical stability, then China, Hong Kong and Taiwan must maintain the present status quo and the existing peaceful balance ( Remember this was written in 1989). Any change must be rational and gradual. Should any of these three areas loses peaceful balance, it's bound to effect economical and social developments of neighboring regions with unpredictable consequence. If that happens to be the unfortunate case, then in the not so distant future, when the world and all nations of the South East Asia would have all developed economical prosperities, and become as rich as Japan now. Only the three areas of Chinese people could still be struggling .... 

(Note:-  Hong Kong is merely a city or a town and not a nation. It has a small fraction of Beijing or Shanghai's population. Hong Kong's smallness was once described by a Ching Dynasty official as the size of a "Sesame Seed". Yet this Sesame Seed is running its own autonomous rule under its own steam. Of course, its self management is still brand new and has barely got started. If Hong Kong is not protected by the Mainland and by some sort of safety device of her own, this small seed with limited population and limited resources can easily suffer from vicious attacks and sustain great injuries on religious, political fronts and economical, as it had happened to Thailand's economic collapse during the Asian Economic Crisis around 1997, which should be one of the most important lessons in the recent history. In religious front, about 150 years ago during the opium wars there had been a religious revolt that caused a couple of million lives and took over 16 Chinese provinces out of a total of 28. This revolt was started by religious forces from Macaw. It is therefore critical for Hong Kong people's security and stability to bear these memories in mind and formulate a safety structure for her own protection in governmental, economical and legal systems for the future, especially in her trial stage of self government. Let me stretch it a bit!  Such future systems must have emphasis on her own vital security, stability and self preservation and not on some gregarious but unsuitable universal principles that could expose Hong Kong wide open for
